“The Man, The Dreamer, The Preaching Machine”
Bishop Paul Alexander Bowers of Cincinnati, Ohio, was born in Oxford, Pennsylvania, in 1929 to the late Wiliam and Beulah Bowers. He was the middle child of 11 children. He spent his formative years in Eastern Pennsylvania and was saved at 11 years of age under the ministry of Elder R. L. Hancock. When he received the baptism of the Holy Ghost, his mother and father, who were already saved, were just ecstatic to know that the Lord had saved one of their 11 children. He was called “Homerun Pete” by his family and friends because of his love for and skills in baseball. On the spiritual side; he was known to “preach” to and “baptize” the family’s chickens in the Name of Jesus!
Bishop Bowers was called to the ministry in 1942. He attended his first Pentecostal Assemblies of the World Inc. (P.A.W.) Convention in Cleveland, Ohio in 1947, where he slept on the floor of the church (pastored by Elder Francis) because of the lack of delegate housing.
He attended Aenon Bible College where he earned a Bachelor of Theology Degree. While attending Aenon Bible College, he became President and Valedictorian of his class. Later, he became the first president of the Aenon Alumni Association. He was ordained in l950 at the P.A.W. Annual Convention in Boston, Massachusetts, becoming the youngest minister ever to be ordained in the P.A.W. He served as a full time National Evangelist from 1950 to 1956. During this time, Elder Paul Bowers, Elder James Tyson and Elder Isaac Parker were spiritual sons of the late Bishop Raymond Robinson, who was then known as “Thunder” of the “4 Preaching Horsemen”. They became known as the “Sons of Thunder” because of their anointed and powerful preaching! Elder Bowers was named “Tornado”!
In 1954, he was united in holy matrimony to Sister Elma Jean Lyons of Cincinnati, Ohio, and three lovely daughters were born to this union: Paula, Patricia and Pamela (the 3 “P” Wonders).
In 1956, Emanuel Tabernacle affectionately called the “Old Stone Jug” located on Wehrman Avenue (hid under a hill), was in need of a pastor. It was formerly pastored by the late District Elder Bert Perkins. Elder Bowers and his wife, Lady Elma Bowers, prayed and fasted, and in 1957 they walked into the small stone church building as Pastor and First Lady. Elder Bowers preached, taught Sunday School, transported the saints, along with Deacon Levi Pope, Sr. He repaired and maintained the church facility, while Lady Elma Bowers worked full time as a teacher to help financially support the ministry. She also served as the church organist and choir director. They worked together with the saints in building a ministry with a membership of “7” to a membership of hundreds.
Elder Bowers fervently preached and taught for 7 years, however, no new souls were added to the Kingdom. But, he remained steadfast in the faith and continued in the Gospel! Then, suddenly the church began to grow! From time to time the church still struggled financially, and without hesitation, Lady Bowers often added the paycheck she earned as a public school teacher to cover the church expenses. In 1962, he was elected to the office of Assistant General Secretary of the P.A.W. serving with Bishop James A. Johnson, the General Secretary. In 1964, the Lord blessed Emanuel Tabernacle to purchase another church building located at 3108 Savoy Place. A few days before the closing, the church was several thousand dollars short of the needed down payment. Many of the members sacrificed their personal finances to cover the shortage. One of the ministers of the church arranged to borrow money from his employer; many saints emptied their savings accounts; Sis. Bowers once again withdrew her paycheck from the bank; and Elder Bowers also sacrificed their income tax return as well! As the closing date approached, the minister’s employer had not yet loaned the money. Elder Bowers left home, went to the church and laid on the floor of the pulpit and prayed until he received a call from Sis. Bowers, and she said, “You can come home now, the Lord has made a way”! Elder Bowers’ vision was just beginning to materialize. He later, with the help of his father, Deacon William Bowers Sr., and the brethren, remodeled the sanctuary and eventually bricked the outside of the church.
Elder Bowers attended Xavier University and the University of Cincinnati, where he earned a Bachelor of Science Degree. He taught high school Social Studies in the Cincinnati Public School System for several years. At this time, Elder Bowers is now pastoring Emanuel Tabernacle, traveling as a part time National Evangelist and teaching history at Courter Technical High School. One day he walked into the classroom and greeted his class by saying “Praise the Lord Saints”! He knew then it was time to retire from teaching and dedicated himself to fulltime ministry. So in 1968, Pastor Bowers retired from the Cincinnati Public School System.
It was during this time, Elder Bowers was asked to assist Pastor Mamie Covell, who was pastoring the First Apostolic Church in Lincoln Heights, Ohio (a suburb of Cincinnati.) She considered him her spiritual son. As she was building her church, she would call Elder Bowers and say, “Boy, come out here. I need……..” As she began to age and her health began to fail, her request was that he would become the pastor of First Apostolic Church. The Lord took Pastor Covell from labor to reward in 1974 and Elder Bowers became the pastor of 2 churches.
Elder Bowers was elected General Secretary of the P.A.W. in 1968 and served until 1976. In that same year, he was elevated to the Bishopric in Chicago, Illinois at the Annual Convention. He was assigned Diocesan of the Carolina State Council and he and Lady Jean entered into a new realm of ministry. While presiding over the Carolina Council, the theme was “Moving Forward to Possession”. The theme began to materialize under his leadership and the leadership of District Elder Willie L. Johnson. A powerful crusade was held in Durham, North Carolina in 1981 and Elder Marion Wright received the call of the Lord to pastor a church in Durham, as a result of the crusade. Because of the growth of the Council, it became necessary to appoint new District Elders: Elder Walter Choice, Elder Robert Rich, Elder Edward Roberts (i.e. the late Bishop Edward Roberts) and Elder Marion Wright (now Bishop Marion Wright). God began to develop inspiring and innovative leaders in the Council. Bishop Bowers implemented a plan that allowed the Council to establish a strong financial base. This made it possible to create alternative financing for growing churches without diminishing the Council’s liquid assets. As a result of his leadership, 12 new churches were established and several others were directly helped financially. After the death of the Ohio District Council Diocesan, Bishop Francis Smith, Bishop Bowers returned to Ohio to serve as the Diocesan. The Carolina Council continued to grow under the leadership of Bishop Richard E. Young.
Prior to serving as Diocesan of the Ohio District Council (ODC), he served as its Chairman for over 16 years. Bishop Bowers was known as a “Master Builder”. Under his leadership, the ODC Campgrounds were expanded and improved. A new $1.5 million Nursing Home was completed; a new 1,500 seat air conditioned Tabernacle was erected; and 2 new air conditioned dormitories for men and women were constructed. In addition, a new ultra-modern air conditioned 400 seat dining facility, with a fully equipped kitchen was built; the grounds were beautifully landscaped; the roads and parking lots were paved; a recreation park including a fully stocked lake, covered bridge and 5 nature walking trails were developed. Also during his administration, a beautiful “Legacy Fountain” surrounded by pavers bearing the names of the contributors and founding fathers was erected.
Our ODC Camp is held in July and on average, 60 children and teenagers are baptized in Jesus’ Name and over 80 receive the gift of the Holy Ghost annually! By faith this spiritual legacy will continue! To God be the Glory! Another notable historical marker during Bishop Bowers’ tenure was the elevation of Pastor Phyllis Agnew to District Elder, making her the first female District Elder in the ODC.
In 1978, with the assistance of Trustee Florence Mann, the Lord blessed Bishop Bowers and Emanuel Tabernacle to find a larger facility in the Finneytown community which they purchased. Sis. Linda Buckner, a member of First Apostolic Church, along with others, asked Bishop if the 2 churches could merge and worship as one at the new location. On a Sunday morning, a motorcade of over 100 cars departed the church located at 3108 Savoy Place and traveled to our new home as “Greater Emanuel Apostolic Temple”, located at 1150 West Galbraith Road!
There the ministry continued to grow exponentially! There were power packed Sunday Night services, dynamic annual concerts, and the weekly radio broadcast transformed many lives. We were truly a “Haven for Saints and a Refuge for Sinners”. Bishop’s favorite saying was “If you’re lost, look for the cross” and they did! Bishop Bowers had a vision to increase the sanctuary seating, remodel the administration areas and church grounds to accommodate this growth. In 1986, this major addition and renovation was completed.
It was during this time, that Bishop Bowers was also elevated to the Office of Assistant Presiding Bishop of the P.A.W., and served in this position for 6 years. On August 12, 1992, Bishop Bowers was elevated to the highest position in the P.A.W. as the Presiding Bishop. He served faithfully in this position for 6 years. His theme was “VISION – NO DIVISION”. During his administration he spearheaded a massive remodeling project of the P.A.W. International Headquarters in Indianapolis, IN, organized a great Homecoming Convention with other Apostolic Organizations, served as Diocesan over several Councils, as well as helped to develop churches with the P.A.W. He travelled extensively internationally and because of his support a Library in Liberia, West Africa was erected in his honor.
Bishop Bowers was a visionary and looked for ways to celebrate the Name of Jesus and Pentecost. In 1991, with the assistance of Pastor Leroy Buller, Elder LaVelton Daniel and the Greater Cincinnati Pastors, the Day of Pentecost Celebration Foundation was established. In June 1992, over 8, 000 people convened at the Cincinnati Convention Center for 3 days of powerful preaching, anointed singing and teaching, uplifting worship and city wide outreach services resulting in numerous souls being saved, healed and delivered! What a mighty move of God! The City of Cincinnati was turned upside down! This was the first of many city wide Pentecost celebrations.
In the fall of 1998, after Bishop Bowers had completed his second term as the Presiding Bishop, his devoted wife, Dr. Elma Jean Bowers was diagnosed with cancer. They were blessed to celebrate their 45th Wedding Anniversary, while she was in the Deaconess Hospital. The Lord called this dedicated servant from labor to reward in June of 1999. She is our “Gracious Golden Pearl”. Bishop Bowers continued to labor in the vineyard and in 2001, he began the second major church expansion project. This expansion included a new 400 seat dining hall, Auxiliary Center, 10 additional classrooms, 6 additional restrooms, new administrative wing with a spacious Pastoral Suite, new lobbies and entry areas, full service kitchen, bookstore, elevator, library, music room, women and men’s lounge and expanded the sanctuary to seat approximately 1,600 people. Prior to the installation of the sanctuary carpet, Bishop along with Sis. Shirley Barnes, were led to commission scriptures to be written on the concrete floor of the lobbies and sanctuary. Each Sunday we were reminded that we are “standing on the Holy Word of God”. Bishop was also instrumental in the placement of 2 fountains for the entry lobbies. This expansion project was completed in 2002 with a great Grand Opening Celebration!
In late summer of 2003, Bishop Marion Wright of Durham, NC introduced Bishop Bowers to Lady Rebecca Ann Johns who was a member of his congregation. They were united in Holy Matrimony on November 29, 2003. A beautiful wedding and reception was given in their honor with over 1,000 attendees. Lady Rebecca Bowers is the mother of two lovely daughters, Michelle Howard and Marsha Brown and the grandmother of Master Michael Brown II. Marsha and Michelle were both honored to have Bishop Bowers participate in their Wedding Ceremonies. Bishop Bowers, with Lady Rebecca Bowers by his side, continued to work in the ministry.
In 2008, Bishop Bowers celebrated his 50th Pastoral Anniversary. For over 50 years, he has preached, taught, counseled, prayed, cried, sung, sacrificed, given, loved, worked, labored, traveled and served Greater Emanuel Apostolic Temple, as well as the P.A.W.
In December 2013, Bishop Bowers retired as Pastor of Greater Emanuel Apostolic Temple. On February 9, 2014, Elder LaVelton J. Daniel was installed as Senior Pastor. Bishop Bowers was then affectionately called and commissioned as “Our Celebrated Apostolic Father” by Elder Daniel! Even though he was no longer pastoring, he continued traveling, preaching and teaching! He also enjoyed going fishing with his buddies, Bishop Sherman Merritt, Bishop Melvin Brown, Bishop Charles Johnson and some of the Deacons from his ministry.
Bishop Bowers was diagnosed with colon cancer in 2015, but thanks be to our Almighty God, his surgery was a success and his testimony across the country was “I’m Cancer Free” and my wife said, “ Honey, No Bag”! His victorious testimony electrified audiences everywhere!
Greater Emanuel Apostolic Temple was so grateful that their Apostolic Father was able to participate in our “40 Years in Finneytown Celebration” in October 2018. We were also elated to have Bishop Bowers and Lady Rebecca Bowers attend the Royal Family Dinner at the Sharonville Convention Center where we celebrated his labor of love and 89th Birthday.
Bishop Bowers and Lady Rebecca Bowers attended our 2018 Watch Night Celebration Service and we were so excited that he stayed and fellowshipped with the saints at our 2019 New Year’s Breakfast. He also attended the January Ohio District Council at Church of Jesus Family Worship Center in Springfield, Ohio, pastored by Suffragan Bishop Ann Storey Pratt. Bishop participated in the Communion and gave a fiery anointed testimony. At the end of his testimony he stated almost prophetically, “Tonight is a good time to go be with the Lord”!
On Sunday, January 27th, , Lady Rebecca transported him to the Jewish Hospital. He was blessed to have his family present and surround him with love and prayers! On Thursday evening, January 31st, the Lord sweetly and gently took him from labor to reward! No more pain! No more suffering! We humbly bow to His will! We know that “precious in the sight of the Lord, is the death of his saints”. (Psalm 116:15) “For the Lord himself shall descend from heaven with a shout, with the voice of the archangel, and with the trump of God: and the dead in Christ shall rise first: Then we which are alive and remain shall be caught up together with them in the clouds, to meet the Lord in the air: and so shall we ever be with the Lord. Wherefore comfort one another with these words.” (I Thessalonians 4:16-18)

Bowers; brothers, Raleigh, Dallas, Vance, James Grant, W.F., Lindsey, Nelson; sister, Lenna Bowers Maxwell; grandson, Devon Jordan, son-in-law, Harvey Whitehead.
